In January 2013, a bipartisan group of United State senators released framework for Comprehensive Immigration Reform. One of the goals of this piece of legislation is to create a "tough but fair path to citizenship for unauthorized immigrants currently living in the United States."

The legislation proposes to require undocumented immigrants to register with the government. The registration process will include a background check. It will also require undocumented immigrants to pay a fine and back taxes. Undocumented immigrants who complete these steps earn "probationary legal status." With probationary legal status, people who entered the country illegally will be able to live and work in the United States — legally.
